Can I use an indoor flag base outdoors?

Yes, on hard surfaces like concrete or asphalt. The cross base comes with a water bag that sits on top of it and adds weight to keep the flag stable.

On a windy day, more weight helps. If the flag will stay outside on grass or dirt, a ground spike works better than a cross base. Test it in your spot before an event.
